Client scripts not registering if you don't have a runat="server" form

Hi everyone,

I've spent an entire day trying to get the AjaxPro2 library to work
with this website I'm working on.

After hours of trying all sorts of stuff I noticed that the reason the
scripts weren't being sent to the client was that the page had no form
with runat="server" on it. I added an empty form with runat="server"
and the scripts were sent.

Hopefully, this post will save someone some hours of research and
testing.

Michael, if by any chance you read this, it would be nice if you could
confirm this issue or set the records straight :D
Also, if this is a known issue, will there be any chance of resolving
this in a future release?
