I built the PC myself, yet it does not boot. When I press the Power On switch, the fans turn on for about a second, then they turn off automatically. I checked the standoffs. I remove the motherboard from the case. I disconnected all drives, and the video card. I removed the CPU then put it back. Yet the behavior is still the same. What could it be?

Bad power supply, or power supply too small for the computer.
I've had that on my machine after the powersupply blew up. What happened was the bios got corrupted and instead of powering up, it went straight into shutdown mode.
I sorted it by clearing the bios, it may work for your machine as well.

My computer is doing the same, it worked great for well over a year. I shut it off one night and when I turned it back on the next morring POFF. It powers up like it's going to start, I get the BIOS and 1 second of the boot page and it shuts off. Then every time after that the fans come on for about 10 seconds and thenm shut down. I have reset the CMOS. Unpluged it, pull the battery and move the pines for up to 5 min's. Nothing the same. Have removed every add on except the CPU and Power Supply. The same, I'm going to try a different VGA card, if it doesn't work then I'll change out the CPU. Lasttly I'll swich out the Power Supply. I'll post the out come, might be that the Mother Board just died, never been OCed, just don't get it. I have 4 other computers on the network, 2 had to be reformatted and reinstall the OS. That was from my kids shutting off Norton 360 to play their games online better. My Norton has never been closed.

I am thinking that that switch off (PSU!!!) has screwed up your bios. I think it is possible to buy a new bios chip, but I am not sure it will be worth it. (You haven't said what Mobo you have).
On the other hand, you could take this as a suptle hint to upgrade a few bits of your computer. ;-) Whatever you do, though, I would take the other advice you have received, ditch that PSU and replace it.
Cheers DaSilvor
